Question for RODBOLT 99 4 STROKE 80 HP

Rodbolt, I switched the coils around and the plugs. Top plug still fouls, haven't gotten a bleed down device yet, but I had the **** hole water going in a bucket and can see oil blips on top of the water. Does this sound like a blown head gasket?

could be, have a leakdown test run, listen for where the air is escaping.
never seen a headgasket fail unless it overheated but anything is possible.
