The bolt may put it in a bind.
And its possibly seized the bolt to the head .
Spray it with PB blaster , or the like.
You might want to use a thin punch ,and rap on the end of broken bolt to free it up.
But you should be able to remove it.
Use a soft hammer (brass) , and tap around the edges.
Then , so as to not damage the mating surfaces , try to pry it apart.
A chisel gently tapped between the surfaces , will force it to start opening up.
Be very carefull , dont damage the surfaces.
You can more then likely , loosen it up enough tapping on it , so the prying wont be excessive.
Depending on the length of the broken bolt.
It may have to be lifted off very evenly.
