Paint Flaking inside hull of dinghy

Hello,

New to the forum and was hoping to get some advice. I just bought an "Island Express 1250" it is a 13' fiberglass sailing dinghy. The hull looks solid from the outside but the "paint" is coming off the inside of the hull so that you can see the fiberglass under it. I'm not sure if the paint is just paint or part of the hull because it is coming off in some pretty solid pieces. I think it sat out last winter uncovered. I was thinking of just wire brushing as much of the paint off as possible and putting some new deck paint down. Do you think this will be suffcient or will it need more? I can post pictures once I go pick it up tomorrow night. Thanks in advance for the advice.

Most of it seems to be deck paint with some resin on the back. The pieces don't seem to have any fiberglass cloth in them. What do you guys think is best to do? shold I just wire brush and repaint? Sand the whole thing down to fiberglass? Use some sort of chemical stripper?

Other than this the hull looks good. No signs of damage on the outside of the hull.

At least wire brush it, but if some is coming off now, more will come off later, so it's best to sand it before painting it again.
