Hello All, Yes! Im' a newbie

I 1987 bought 6hp 1987 Johnson J6RCUD engine, model J6RCUD. I have no manual with it. and the previous owner had no clue of how to operate it. So here I am!

My ? is this! info pertaining to the steering arm. From the red tip where you insert the start / kill switch clip. what is the purpose of the piece that turns left or right between the clip and the throttle? I think it for adjusting the throttle position, would I be right?

my next ? is:

on the arm just behind the throttle handle is the throttle setting markings showing 2 arrows facing opposite each other in parallel with the arm, what does that indicate. My thoughts are it's for setting the throttle prior to starting? then to the left of that marking are 2 half round lines w/ arrows, I have not a clue as to what that Im means. Any info is appreciated. I ask cause I'm having a problem keeping it idle.

Thanks, Al
