Default Evinrude 90 HP Throttle Cable Stretched?

1988 Evinrude V4 90 HP Outboard.

I searched quite a bit, but can' quite find what I need to know.
I let someone use my boat for tubing etc. The tow cables caught on the front part of the motor while at speed. Now the motor shifts to neutral and reverse, but there is almost no increase in throttle speed when pushing the throttle lever full forward. I have the Evinrude/Johnson manual, but it's not clear what I should begin to check. I did take the control box apart and everything looks to be in the correct place.
The cable appears to be connected to the engine correctly and the trunnion adjustment doesn't seem to change anything.

I'm concluding the cable is stretched or damaged in some way. How do I confirm it is damaged or stretched. It's a long way to a repair shop, so I'd like to fix it if I can.

Put the lever on the control box in neutral. Disconnect the throttle cable at the engine. Push and pull on it. If there seems to be lots of free-play, something is amiss with the cable or the control box. With the throttle linkage on the engine held agains its idle stop, bring the cable end up to the engine linkage. It should line up perfectly. If not, adjust the trunion so it does. Then reattach the cable. If you have to push or pull on the cable to attach it you've done the adjustment wrong. When attached, move the lever on the control box full open.. Check the roll-pins on the port side of the throttle shaft. At wide open throttle they shuuld be perfectly vertical. If not, the throttle is not opening fully. I suspect the jerk on the cable has bent some throttle linkage or broken something.
