Fuel Hose- Ball Problems

I have a new fuel hose and ball on my 89 Johnson 70 HP. The carbs have been rebuilt and I have changed the fuel fuel filter (Sight Glass) in the motor.

Q1
My ball never gets hard and feels like I'm pulling air, I can get the motor running and it will sqeeze the ball flat and run in this state. How do I fix this issue?
Q2
The fuel water sep filter is the only object not replaced. Can I pull from the inboard tank direct and by pass the watr sep- Long term?

i sound like the fuel hose is backwards. the arrow on the bulb points toward the engine. or the vent is not open on the gas tank. removing the water/fuel separater is not recommended on a built in tanks. or you have a dirty pick in the tank. blow air back to the tank, easy way to clear, if it happens again then more drastic measures.

More than one new bulb has turned out to be junk too.

Try pumping it with the arrow and bulb pointed up....Seems to work better....
