1964 60hp Evinrude rebuild questions

I have inherited an old starcraft with a 60hp evinrude Starfire 3 outboard. Model # 60453S Serial # E05311. My understanding from the prior owner is that the motor runs but very poorly. He checked the compression and found that the left two cylinders have little compression whereas the right cylinders seem fine.
1. What book do I buy to repair and maintain this motor?
2. Does this sound like a head gasket or something more?
3. Should I rebuild or replace this motor?
4. Are parts available for a reasonable price for a 1964 motor?

I have experience working on all sorts of engines but never a 2 stroke outboard motor. From what I have seen the engines are fairly straight forward and simple.
