Stiff Steering 1996 50HP 4-Stroke BF on Pontoon

The motor is on a 1996 25' pontoon and from day one the sterring has been very hard to turn. I unhooked the linkage at the motor and the steering moves free as well as the motor. Is there something under the dash I need to look at ? Could something have been installed incorrectly by the dealer that I should look at ?

you need to check for sharp bend in the cable, this would cause it to bind, alos make sure there is easy movement in the connection to the engine.
