I have a new fuel pump, compression around 115-120 on both cylinders, good spark new plugs, new fuel tank, new fuel line from tank to engine, i rebuilt/cleaned the carb.
while cruising out on the lake at full throttle will only go to 1500-2000 rpm approx (just guessing). I try the choke and does not change anything, i try the highspeed carb adjust does nothing. starts good, idles good, just no get up and go...can anyone help me out? Could the cut-out switch be causing this to happen?

Have you checked to make sure you have good spark on both plugs when this happens? Take a timing light out with you and clip it on one cylinder at a time and see if they both are firing good. And even though you have a new pump, squeeze the primer bulb and see if it picks up...

You manually choke the motor while at WOT and you get no response in sound or RPM at all? If that's so then the choke lever is not doing anything. The choke butterfly is stuck, probably half closed, and your motor's starved for air. Check for a stuck choke butterfly.
