Some of the controls had an override button in the middle of the control handle, allowing you to throttle up.

See if you have that.

There is no lever on the top of the box? There should be, I have an 84 115 which has the same control box and it has the lever.

Thanks guys, I actually toyed with it an found it was neither. The handle or arm pulls outward in neutral and that allows you to idle up to start the engine.
