How would I fix this? It is broken at the swivel mount....any ideas.

Depending on how old your 9.8 is, the clamp bracket assembly might be available. Look at mercruiserparts.com, you'll need your serial number.

If not available (e.g. because your engine's too old or what-not), my next plan would be to look at my local boat shops' boneyard area. There are on-line companies that deal in used parts as well, hopefully someone will suggest some, but I haven't dealt with any.
