1995 120 force twin carbs

my 120 force has duel carbs,fuel pump is fine,plenty of fuel in both carbs.If I loosen bolt on bottom carb and drain out fuel,tighten bolt back up it will start and stay running,but when I turn it off,I have to repeat this process because it's flooded.Is float sticking? why is it flooding like that? tracribey@earthlink.net

Carbs need to be rebuilt. One, or both, of the needles is sticking.
