Force 70 hp (1991) … Starter, wires, or ?

My 70 hp 1991 Force ran nicely as usual for 4 days through last weekend, then decided not to start the last afternoon. The starter generally would kick up and engage but wouldn't turn it over (or not enough). I believe the battery was not the problem.

Further inspection revealed that one of the thick red wires carrying the juice to the engine had ½ square inch of insulation missing and about ½ of the fairly thick wire strands were broken.

Any thoughts on whether I have a starter or just a connecting wire problem (or something else) or the best way to determine the problem? I'm a neophyte with this engine. Any advice would be appreciated.

NW

Believe it is not burnt (wasn't obviously blackened as I recall). Also believe only about 1/2 of wire strands were broken.
