Guess I need a Prop Pitch Professor....

I was talking boats with a buddy at work & he talked about boating when he was a kid, saying that for waterskiing he would use a 17 pitch prop & for fast cruising he would use a 21/22 pitch prop. I was under the impression that these pitch numbers for these applications would be switched around. Also, when checking RPM@WOT, does it matter if you leave the hydrofoil on or best to remove it?

Your buddy was correct. The lower pitch prop (17") provides more low end torque which gives better hole shot but less top end speed. Able to pull the skier up out of the water quickly. RPM's will rise about 800-1000 when changing from 21" to 17" so watch the tach and don't over-rev the motor. As for WOT RPM, test under normal operating conditions. Don't remove the foil to check RPM then reinstall the foil afterwards.
