Tell-Tale, How do I Tell?

I ran a 15hp Ted Williams Eska (1976) today for the first time and it has a tell-tale which my old evinrude did not. I expected it to be like a pee-hole, but it wasn't. I'm not sure the cooling system is working properly. When I start it up it takes 30-45 seconds for water to start coming out starting with a drip then steam then water starts to "flow" out but not "squirt" out. The more I throttle up the stronger the flow becomes, but it never "squirts" like I thought it would. At WOT it has a strong flow with the occational spatter and at very low throttle it has spatter and steam with the occational flow. Is this the way the tell-tale on these engines is supposed to work or should I check out the cooling system?<br /><br />Thanks
