4 hp yacht twin won't idle

set both needles at 1 1/2 basic setting to my understandings.motor will run but will not idle.can not find the sweet spot.when it idles fine with adjustment it has no top end .what im i doing wrong . any help would be helpful thanks

Try this,<br /><br />Set the high speed needle first and then the low speed. Make sure the packing nuts are snug. These are the hex heads you see where the needles go into the carb. They should be snug just enough that the needles can be adjusted. Also, when has the carb been last overhauled and what year is the engine?
