It's probably got dirt in the small water intake on the leading edge of the outdrive. Look at the trouble shooting section of your owner's manual. It's a very common problem. So common if fact that I got tired of worring about it and now just leave it full of dirt or whatever is plugging it up. My speedo hasn't worked in three seasons now.
