steering pressure pad

Hi all. On the leg of my dt40 there is a bolt with a pad behind it. Its defined as a steering pressure pad in the parts list. Does anybody know if its something that should be adjusted or not bothered with.

It's there to apply friction on the steering swivel. If your is steered by wheel, it should be loose. If it's steered by tiller handle, then snug it up according to your taste, but at least snug enough so that if you let go, the motor stays in position.
