The more I think about this problem the more I think back to the mid-1960's when I had a similar problem. I used a 5hp Johnson to push an old square back canoe when I started having problems like you're having. Drove me nuts for a week trying to find the problem, but an old guy suggested I remove the engine cover and see if it ran okay that way. It ran fine without the cover, but wouldn't run for too long with the cover on.

The problem turned out to be an exhaust gas leak from a bad seal in the shaft leg. Exhaust gas leak displaced good air under the cowl, thus killing ignition. Found and replaced the defective seal and life was good again.

Hopefully plugs do the trick for you.

Remember, with a 10' displacement hull you're never going to plane it and, no matter how much power you apply, you'll never go much over 5mph.

I'd guess you'll go as fast as you're going to go at about 1/2 throttle, but if you can rig a tiller extension out of something like PVC pipe and sit closer to the middle of the boat it will handle better for you as the bow won't be trying to raise so much and weight distribution will be better.
