1998 Yamaha 200 gear fluid leak?

While changing the lower gear fluid in my 1998 Yamaha 200 hp (2 Stroke Saltwater Series)today., while pumping in new gear oil I noticed that the gear oil not only came out through the top plug but also leaked out this small intake hole (?) located between the lower gear oil plug and the upper one. Is this a pressure relief hole or is this a problem??????

This is a sign of a bad seal, Often times the shift shaft seal.
