Yamaha "96" 225HP speed indication

I have t/225 yamaha's,1996,I have the digital gauges/fuel managment system.The speed reading has locked in at 24 mph regardless of my actual speed 0-40 mph. Any ideas on were to start looking. Is there a pressure sensor in the engine that sends an electrical signal to the gauge ? If so where is it located.

On the leading edge of the motor just above the lower gear cluster there should be a little inlet hole that is prone to blockage from bits of sticks and reeds that are struck while under way. A tiny drill bit has cleaned mine more than a few times. If that is'nt it you may be chasing the same problem I have with my 90' 175 Yamaha.
