It's possible, but definitely not advisable. You can ruin the motor that way. It may run away (keep reving) and nothing will stop it until it locks up...

The only way I know is on the water or back the boat down to the water and fire it up while on the trailer. Only when in gear can you rev it up...

But still be careful of your trailer and vehicle. You are looking to put a load on the motor to utilize high rpms. So if you are in gear at 5000 rpms, its like you are playing with a cougar in a weak cage, I can see how disasterous that can be. Be careful.

You can get a test flywheel for operation in gear without thrust from a prop.
