I have a 1986 Merc 60 3 cyl. At times it would run just fine but occasionally it would run like it was at half power. Yesterday it ran up the river at full power but cut down to low power and now it is low power all the time. It doesn't miss or run rough, it is just low power at full throttle and it won't idle. Could it run smooth but still not be running on all three cylinders? And, do both carbs flow into one plenum for all three cylinders?

Thanks

Sounds like it is dropping a cylinder. You need to confirm spark is present, and strong. Upper carb supplies upper two, bottom carb supplies bottom two.

Upper carb supplies upper two (meaning the top, plus half the middle), bottom carb supplies bottom two (meaning the bottom, plus half the middle).

Since you asked:

You can see the two aluminum reed blocks in this pic, mounted on the crank, between the connecting rods. Fuel comes into the center of the reed block from the carbs, and goes out through the reed plates on each side.

.
