Hydraulic on 125hp merc outboard u/s

I have a 1995 Lund Pro V 1775 with a 125 Merc Outboard. I store it outside in winter on a trailer at the cottage. This Spring the hydraulic tilt would not go up on the motor. I have stored it this way for several years with no problem. No sign of leaks. Is this common, is it perhaps an airlock or seal. How do I get at the hydraulics to test it. As the water level drops I only have about 2 weeks before I can't get by the rocks into the cottage. Any suggestions will help.

An update on my problem. My marina just called and said the power tilt is shot and will cost about $1000.00 to fix. (They must have sold used cars before buying the marina)

I had a similar problem with a 1990 90 hp merc, it has run in salt water all of its life, a very small amount of water entered the tilt motor and rusted the rotor to the outer field windings, it can be repaired, it cost me $250.00 AU dollars.
