Air Lock Problem

I have a new 60hp 4-stroke Mercury that has been sitting up for a year. Put clean gas in a new 6 gal. tank and fired it up it would run for a minute and then cut off. Sounded like it was havin fuel problems. Removed the fuel filter and saw a small amount of water. Flushed the fuel lines ,installed the filter at the power head and tried to crank. Motors spun over very fast like it had no fuel, but there is fresh gas visible in the filter. Can a four stroke get an air lock when the filter is removed and if so how is the problem fixed. Thanks

No, but if the carbs are full the inlets are closed and won't allow feul into the system, if you had water in the system and the carbs are full of water they will have to be drained for the engine to start
