90hp doggy for a few minutes

My 90hp is hard to start but once I get it going things still are not right. It has no power for a few minutes and then it seems like additional cylinders "kick in." Once things are all warmed up and running the boat runs fine. If you dock it and it cools down completely the problems resurface. I've cleaned the carbs, checked the timing and sync and run all the tests the manual lists for a distributorless engine. The only number that doesn't come up correctly is the "stator high speed", it says it should be 20-90 volts but my reading is 105-109volts.
