loss of rpm - intermittant

Mercury 200Hp EFI ( 1994 XRI model) - low hours -<br />problem involves "off & on" loss of rpms down to<br />1200. When throttle is pushed "motor coughs" but<br />will not go above 1200-1500rpm. New fuel tank last year ( because of leak). Ran normal after that. This year running well between Oct - Jan.<br />New external fuel filter & dry gas added (even tho' no water noted).Mechanic also changed small "red internal fuel filter" which was "cached with junk". Ran okay for 2-3 hrs. -- then problem again. Then after sitting over night, the motor would run well with<br />rpms up to 4500- 5000 and no trouble getting up <br />"on plane". Then after 2-3 hrs. of "bumpy water", the same problem starts again. Any thoughts as to next step?

Adding a comment: on several occasions, clear gas<br />was drained from bottom of Racor filter without any signs of water. Also no sediment noted.
