Throttle cable adjustment

I have a 1978 Mariner 80 HP outboard. I have basically rebuilt the whole engine. The problem I am having is my throttle cable. My control handle moves over 1/4 of the way forward until it starts engaging the spark advance lever. By the time I am at full throttle the control handle is well below parallel. Does this seem normal? I have adjusted the trunion bolt on the motor forward and reverse without much luck. The cables are brand new. There are no adjustments at my control box for the cables. They basically just loop on. Any suggestions? Thanks in advance.

My mercontrol is the same way, I believe that is normal. The first 1/4 of throttle travel engages either the fwd or reverse gear, in idle, and WOT is around the "8 oclock" position.
