2003 Mercury 15hp 4 Stroke Runs poor at high RPM

The engine runs well at idle and up to about half to 3/4 throttle. It just breaks up like a bad plug or coil. I replaced the plugs and removed and cleaned the carb with no change. Not sure what to do next. I have the service manual and I am a auto technician by trade just not familiar with outboards. Thanks for your help, Eric

Well I decided to shot gun this one and replace the CDI box. I hope this works because the part is 137.00 My local dealer could not get me in for a couple weeks and thats about all the fishing time left. He suggested this is a good possiblity. I'll let you how it works. Eric

I put the part in and still the same thing. I'm wondering if it's normal and it's hitting the rev limiter. Could it have the wrong prop on it for my boat and reving to high? If I rev it up in neutral should I be able to hit the rev limiter at like half throttle?
