water pump bolts...how tight?

I paid over $70. for a service manual from Merc, and their recommendation for tightening down the water pump housing bolts is "...DO NOT OVER TIGHTEN"! Now there's a torque spec for 'ya. How tight is too tight? Does it somehow impede the ability of the impeller to spin? I'm sure there are consequences whether too loose or too tight. Any suggestions would be greatly appreciated. (Merc 25 XD 1886)

Just looking in my 200 manual, they specify nuts on the studs at 50 inch pounds and bolt at 35 inch pounds. Not a lot of torque there. Divide by 12 and you foot pounds.
