Overheat Alarm for 2-stroke Mercury

When opening up the engine the overheat alarm goes on. It will not go off until we run at idle for a few minutes. Not sure why. Could it be oil pump?

What motor ?<br />Could be water pump impeller vanes are worn and can't pump enough water to cool at high RPM. When was the last time the water pump was serviced ?
