1995 Mercury 115 Charging system

How can I tell if my charging system is working correctly.I have the Starting battery wont stay charged. Battery is 1 year old. :confused:

First put a voltmeter on the battery, when you start the engine the voltage will increase if it's working, next with the engine off hook the voltmeter between the + post a + cable to ck for a short
