Tilt trim setting

My ~1977 850 Merc has the power trim / tilt that has the buttons on the dash. To trim out you should only have to use the top button until you get to the stage of tilting for boat ramps, then you need to use the middle button aswell. Mine needs both buttons for the full movement. I have a manual on order but would like to get started investigaing it further sooner. Where should I start testing.

The trim part of the tilt action (bottom 1/3 of movement) should only need the single button to operate. Mine need both buttons to be pressed before any movement at any stage. So I assume the trim switch is in-operative. It is the older twin-cyl style of power trim. I have tried winding the power trim adjustment switch in fully on the starboard side, still no change.
