Are you talking about a outboard?

You should see a small hole under the lower cowling. Most motors from that era had it on the port side. Take a close look where the lower cowling meets the mid section. Use a piece of weed trimmer line to free the hole of debris.

Thanxs guysIt's a outboard. Does it have maybe a thermostat. Should I let it warm up and is this hole above the water line?

All of the motors I have used start to pee pretty much immediately after you crank it. Like <10-15 secs. If not, there is something wrong. I wouldn't run it for more than 30 secs with no pee. That is just me. It may take more of the 15 secs if you are using the muffs rather than being in the water because of the water being available around the intake.
