Late 60's 35 h.p. wont go into gear

I recently purchased a boat that came with a late 60's 35 h.p. It starts up easily but will not go into reverse or forward. When you try to put it in forward it makes a clacking noise, and the prop will rotate a small bit sometimes. I have experience working on cars, I am wondering if this is something worth tackling or not. Any advice would be appreciated.

Do you have A manual? It could be as simple as A sheer pin. Are you in Clemson?

Yes, I am in Clemson. I dont have a manual, I just got the boat and stumbled upon this site and was wondering if it was even worth working on the outboard, or if someone else has had this problem.
