carburator hole

I have a 2000 40 H.P.,Mercury 2 stroke,2 cylinder.My question is: Next to the high speed/low speed adjustment screw there is a threaded empty hole ,am I missing another adjustment screw? The manuual shows the hole,but when I put my finger over the hole it sucks a vacumn. My engine runs roiugh both ways.

the reason it runs rough no matter if you block it off or not is because you are missing a adj. screw. i believe it is the fuel mixture screw that has fallen out. i would drop by your local dealer and have then pull up a parts listing picture of the carb and they should be able to get it for you quickly (the tech's in the shop might even have one in their tool box)
