Default 88 Mercury Black Max Powerhead

Engine was idling along, running cool when it seemed to run out of gas or either bog down. Now cannot turn over. Could it likely be lower unit? Can still turn prop in neutral. Do I need to drop lower unit to verify not it or would this not be a probable cause?

I've seen it happen. Yes, you have to remove the gearcase to confirm it. Check your gearlube. If it's full and clean, it's probably the powerhead. If it's black and low or mostly water, then yup!
