95 merc 60 2stroke too cold

Water temp 49 degrees. Temp sender checks out fine. Thermostat opens exactly at spec. All gaskets, seals, etc. on thermostat and poppet look good and assembled properly. Temp gauge old but goes to full hot when shorted. <br />If you idle out of the harbor for about 8 minutes the temp will come up to about 100 on gauge. If you speed up the temp drops to the bottom of the gauge and stays there. After a long run, if I stop and pull the hood quickly the cylinders "feel" like they are only about 100 degrees. Wait a few minutes (engine off) and they warm to maybe 120. Are things supposed to run this cold?

If the thrmostat opens at the proper temp, then the spring on the popit valve must be letting it open and cool the engine, weak spring? --Bob
