'94 Mercury 40 hp was submerged by Hurricane Charley. I pulled the plugs and it would not turn over. Sprayed the cylinders with blaster and freed it up. Cleaned the float bowls out. Got it to start, but only by having high rpm's and continually pushing on the electric choke.
What do you suggest I check next?

Take off and clean the carb with an aerosol carb cleaner(all the small pin holes and ports must be open and clean).

Hi Donny, welcome to iboats.

How long was it from the time it was submerged, till the time you got it flushed out and running?

It could be more than just a plugged carb, could be corrosion.
And not just in the carb.
