94 mercury 40 reed block came loose?

Was looking at buying a boat with a 94 40hp mercury tracker, guy said he ran it for 30-45 minutes. Started up fine numerous times. Took it to water it rolled over a few times then would not start. Appeared to have near dead battries.. starter would engage but not turn engine over. At shop the flywheel took some effort to roll around.. was stuck bad! I left. Guy says that the reed block came loose for some reason, nothing serious... would have it fixed in a few days. Is this common? How could the reed block get loose and not bend valves or something more serious? Any help would be appreciated. :confused:

There are no valves to bend. Its not normal for a reed block to come loose and even if it did, it wouldn't affect turning the engine over. With all the plugs out, you should be able to turn the flywheel by hand.
