Default 40 hp Mercury only runs by pushing choke

'94 Mercury 40 hp was submerged by Hurricane Charley. I pulled the plugs and it would not turn over. Sprayed the cylinders with blaster and freed it up. Cleaned the float bowls out. Got it to start, but only by having high rpm's and continually pushing on the electric choke. What do you suggest I check next?

Take off and clean the carb with an aerosol carb cleaner(all the small pin holes and ports must be open and clean).

2-stroke carbs have a high speed & alow speed jets. so if you are not realy mechanicly inclined you can start by taking the float screws out, and useing a blow gun whith a rubber nozzel go to the front of the carbs and put the blow gun up to the brass tube at the front of the carb and blow it out. that is your high speed jet.
