Late Model Mariner Identification

I was hoping one of you experts could help me figure out the year my engine was made. I just bought an older boat with a late model Mariner 40 HP outboard. The model is 40ELO, the code is 6E9 L and the serial number is 424967. And where can I get an operators manual for it? And if you guys are really good, maybe you could tell me how many hours it has on it and when the gear oil was changed last and ...
