Re: 95 90hp merc
Check for spark, either by removing all the plugs and reinserting in the boots & grounding to the block (then crank over the engine), or with the engine running, clamp a timing lite around each spark plug lead.

If you find you have spark, likely the troubles are in the carbs. At a minimum, remove the external plugs over the main jets and inspect with a strong lite. Flush fuel thru the carbs and see if you get good flow out the main jet.

If that doesn't help you'll need to dismantle the carbs for cleaning. Make sure you don't have issues with the external fuel supply, too.

If you lack spark, could be from a number of things; Bad stator, bad ign module, bad trigger assy, bad coil. There is also a strange problem on these motors; failure of the hi-speed windings will cause the motor to not want to run fast; however you'll see spark at idle.

You can eliminate this as a problem by taking resistance readings of the stator windings. You'll want a good manual such as Seloc in front of you when you're doing this. Try eBay or the vendor links at this site (or perhaps your local library).

HTH and Good Luck.......ed
