I'm trying to picture a 60Hp Merc with a distributor. Do you mean a 650? Are you sure of the year? Post the serial number and we can confirm it.<br /><br />The belt broke from age and dry rot, or there's a bad bearing in the distributor. Find out why it broke before you replace it. As far as special tools, you'll need to get the flywheel off. If you have a bolt-together flywheel, make sure you get it back together the way it came apart. You might be able to change the belt if you unbolt the flex plate from the hub. I've never tried it that way myself. Otherwise you'll need a flywheel puller.
