2000 15 HP Mercury will not run in forward gear

My 15 HP Merc will not run at WOT in forward gear. Runs fine in idle and seams to run fine in reverse. I noticed some fuel leaking from the top of the carb, and have not changed plugs at all yet... any advice?

You should not be getting fuel out of the top of the carb. It is flooding due to too much fuel pressure, dirty needle & seat, or leaky float.

Would that problem also cause the loss of forward RPMs?
