45 HP Mariner will not idle or go fast?

1986 45 HP Mariner

I put in new sparkplugs, same thing.

I have a water seperator/filter on the fuel line. After changing the plugs and got no results I ran the fuel line dirrectly to the engine from the tank. Same thing.

Is there a fuel filter in the carburator? Is it electrical?

The engine surges some times on it's own with no movement of the throttle for 15 seconds or so then slows back down to where it was.

It does not sound like it's missing untill I try to idle it and then it does start missing and dies.

Any ideas?

I found the fuel filter under the engine cover, took it off, it looked like new.
