1991 mercury 200 Hp wont get on plane under a load

I have a 1991 mercury 200L that wont run under full throttle it acts as if it wants to get on plane but dosn,t have the power to do so.could it be the power pack and if so how do I tell which one is bad or do I just replace both to be on the safe side

wil it rev up to 5000+ rpm and the boat just wont go anywhere? if so, the prop is spun on the hub. If the motor just wont rev up high enough, check and clean your carbs if it is carbeurated.
