oil/gas ratio 87' mercury xr2

Just bought a boat with a 150 mercury black max xr2 motor, and the guy had the oil injection disabled and was running oil in the gas. Is this safe for the motor and if so, what is the correct mixture or should I get the problem fixed? Thanks for any comments.
