early 80's mercury 150 fuel trouble

I have a mercury 150 v6, about a 1981. The bulb goes limp and it all but stops then picks up ,ext,ext. New fuel pump,bulb and lines. I did notice when i took down the pump that the little check valves were not closed due to trash, i cleaned them and it ran in the yard but not in the lake.....help

I would try it again in the water and if it does it again or better yet now, check the fuel tank vent and anti-syphon valve in the fuel tank for restrictions. The valve is located in or at the tank fitting.

I nolonger use the boats stock tank due to rust. I have a plastic tank mounted on her now.No valves on those.I ordered new check valves for the fuel pump today.Will install them Thursday night.I'm hopen that the old ones are just too weak or worn.How do theses pumps work?I've started it without the pump on and there is air shooting out the holes in the block that match up to the holes in the pump,,should this be vacume instead of preasure?
