Merc 25 sluggish getting up on plane

I recently had a shifting problem with my 1999 Merc 25. Took it to a shop and had it repaired. Turned out to be a washer missing on the shift shaft. The mechanic disassembled the tiller, all linkages and cables in search of the problem before finding the missing washer. Since I've gotten it back it seems to be very sluggish about getting up on plane. It just doesn't seem to have the power coming out of the hole that it had. Once you finally get on plane it seems to be ok although it doesn't seem to be running as fast as it was. I'm going only by the sound of the engine since I don't have a tach. Anybody have any wisdom, ideas or suggestions before I call the mechanic?

Check your carbs. I don't think they are fully open at wot. (Wide Open Throttle).<br />Adjust the cable and check the linkages.<br />Edit: Don't do it running :)

The butterfly looks to be opening all the way. Could it be possible that the timing advance isn't advancing as it should?
